Concrete is porous. Water sits in cracks, joints and worn surfaces, and when the temperature drops below freezing that water expands. Each cycle opens the crack slightly, admits a little more water and prepares the next one. In New York City that pattern repeats many times over a single winter.
That is why late summer and early autumn are the practical time to look at steps, walkways, slabs and sidewalks. The same defect is smaller, cheaper and simpler to address in September than it will be in March, and concrete work depends on temperatures that will not be available all year.
The seven conditions below are all visible without tools. They will not tell you what lies beneath the slab, but they will tell you whether it is worth finding out before the weather decides for you.
Seven conditions to check before the first freeze
Cracks wide enough to hold water
Hairline surface crazing is common and is often cosmetic. What deserves attention is a crack open enough to collect water and debris, one that runs the full width of a tread or slab, or one where the two sides no longer sit level with each other.
A crack with a height difference across it means something has moved rather than simply shrunk. Note the width, whether it passes through the full depth at an edge, and whether it has changed since you last looked.
Surfaces flaking, pitting or shedding aggregate
Spalling and scaling appear as a rough, lighter patch where the smooth top layer has broken away and the stone beneath is exposed. It often starts near edges, at drainage points and wherever de-icing salt collects.

Broken step edges and rounded nosings
The front edge of a tread takes the most traffic and the most weather. When it chips back, breaks away or rounds off, the usable depth of the step shrinks and the walking surface starts to slope forward.
This is both a durability and a safety issue. Uneven riser heights within a single flight, where one step has lost material and its neighbors have not, are a recognized trip risk and are worth photographing carefully.
Slabs that have settled, lifted or formed a trip edge
A raised lip where two sidewalk flags meet, a slab that rocks underfoot, or a section that has dropped below its neighbors indicates movement in what is under the concrete rather than in the concrete itself.
Common contributors include washed-out or poorly compacted base material, tree roots, and water repeatedly running to the same low point. Replacing the surface without addressing what moved beneath it tends to reproduce the same result.
Water pooling instead of draining away from the building
After rain, look at where water sits and which way it runs. Flatwork next to a building should carry water away from the wall, not hold it against the foundation or direct it toward a basement entry.
Standing water beside steps, at the base of a stoop or along a walkway is both a freeze-thaw accelerator and a sign that the slope or the drainage has changed. Note where puddles form and roughly how long they take to clear.
Loose, rocking or sunken pavers and open joints
On a paver patio, walkway or driveway, individual units should sit firm. Pavers that rock, sink underfoot, or have lost the jointing material between them allow water straight down into the bedding layer.
Weeds growing through joints, a wavy surface, or edge units drifting outward usually indicate that the base or the edge restraint needs attention. Resetting units over a base that has already washed out gives back the appearance and not the performance.
Rust staining or exposed metal
Brown staining bleeding from a crack, or visible metal in a broken edge, means reinforcement or an embedded element is exposed to water. Steel expands as it corrodes, which pushes the surrounding concrete apart from within.
This condition tends to progress and should be looked at rather than patched over. The same applies to corroded railing posts set into concrete, where water tracking down the post opens the surrounding material.
Patch, resurface or replace: how the decision gets made
An isolated defect in otherwise sound concrete can often be addressed in place. A broken step edge, a localized spall or a single damaged section may be repairable without disturbing the rest of the work.
Replacement becomes the more honest answer when the damage is widespread, when the slab has moved because the base beneath it failed, when cracking runs through the full depth in several places, or when reinforcement is corroding. In those cases a surface repair covers the symptom while the cause continues.
Where a slab has settled, the base material is part of the job. Excavation, compaction and attention to how water is directed matter as much as the finish. Concrete placed over an unresolved drainage problem inherits that problem.
For pavers, the equivalent question is whether units can be lifted and reset over a corrected base, or whether the base and edge restraint need rebuilding first. Pavers have the advantage that individual units can often be reused.

- A note of where water pools after rain and roughly how long it stays.
- Anything you know about previous concrete work in the same area, including approximately when it was done.
- Whether any notice or violation has been received about the sidewalk, and a copy if so.
- Access details: gate widths, stairs, parking for material delivery, and whether the area must stay usable during work.
